Joint Letter Urging the Senate to Amend the Clarity Act

ICBA, ABA, and state banking associations sent a letter to members of the Senate urging them to amend Section 10404 of the Clarity Act. ICBA and the other groups said Section 10404's prohibition on stablecoin payment of interest, yield, and rewards must be strengthened to preserve community financial institution deposits and local lending to small businesses, farmers, and families.


Recommendations on the Federal Reserve's Proposed Amendments to AML/CFT Program Requirements

ICBA submitted a letter to the Federal Reserve regarding its proposed amendments to anti-money laundering and countering the financing of terrorism program requirements for banks.

ICBA expressed support for a risk-based, effectiveness-oriented AML/CFT framework that better targets illicit finance risk while preserving flexibility for community banks.

ICBA emphasizes that the final rule must recognize the operational realities of smaller, relationship-based institutions and avoid imposing expectations better suited to large, complex organizations.

The regulation is designed to prevent preferential treatment, self-dealing, and excessive credit risk involving individuals who can influence bank decisions.
