Since we switched to a duty-paid (DDP) service for shipments to the United States and Puerto Rico in August 2025, we have been applying a flat rate of 15.5% of the invoice amount as the prepaid duty rate.

However, based on the actual duty rates currently applied to each product category, the calculation and billing method for prepaid customs duty and customs clearance fee will be changed as follows from the date and time below.

Recently, posts on social media have claimed that “UPS shipments to the United States are being delayed or disposed of during customs clearance.” Buyee has confirmed these points with UPS and reviewed the actual shipping status.

■ Confirmed Situation

・According to UPS, due to recent U.S. tax changes (including the abolition of the De Minimis threshold and tariff adjustments), some items may require additional customs checks or document submissions. UPS has also posted a service alert indicating the possibility of delays for U.S-bound international shipments.

・We have seen tracking pages show the status “Unable to clear customs – under disposal.” However, this is a temporary system status update. In practice, customs processing continued afterward, and many of these shipments were ultimately delivered normally.

・After the introduction of DDP (Delivered Duty Paid), our review of UPS shipments shows that the vast majority cleared customs and were delivered as usual, with an average delivery time of about 1.9 days, indicating stable performance.

Based on the above, Buyee will continue working closely with UPS and strengthen our support structure.

Please note that, for certain items, U.S. Customs may ask the recipient to provide additional documents. If UPS contacts you, we kindly ask for your prompt cooperation.

Due to the suspension of the de minimis exemption for imports valued at $800 or less to the United States, we have transitioned Buyee Air Delivery, DHL, FedEx, UPS, and ECMS services to a Duty Prepaid (DDP) basis for shipments to the United States and its overseas territories (Puerto Rico, Saipan, Guam) starting at 08:00 JST on August 28, 2025 (19:00 ET on August 27, 2025)

In order to ensure that our customers can use our service with peace of mind, and to minimize the impact of additional customs duties or procedures at the time of clearance, we have uniformly applied a prepaid duty rate of 20% of the invoice amount.

However, in the most recent tariff negotiations between Japan and the United States, it was agreed to change the method from “existing tariff + 15%” to “the higher of the existing tariff or 15%,” and we have confirmed that this method is now in practice. In light of this, starting from the date and time below, we will uniformly change the prepaid duty rate to 15.5% of the invoice amount.

Effective date:

September 17, 2025, 17:00 JST (September 17, 2025, 04:00 ET)

The “De Minimis” exemption has allowed imports valued at USD 800 or less to enter duty-free in the United States. However, this exemption is scheduled to be suspended as of August 29, 2025. As a result, items valued at USD 800 or less, which were previously exempt from duties, are expected to become subject to customs duties.

In light of this, shipments for which the shipping procedure is completed on or after 08:00 JST on August 27, 2025 (19:00 ET on August 26, 2025) are expected, as noted above, to likely require payment of customs duties upon receipt.

However, for ECMS shipments to the United States, we will update the service so that no separate customs duty payment is required.

Changes:

・An additional JPY 6,285 (includes customs duties and clearance fees) will be added to the international shipping charge.

・No separate customs duty payment will be required.

Shipments to the following 23 countries/regions will no longer be available to use the new "FedEx" service after the service change.

3. "Buyee Air Delivery" service will no longer be available for parcels destined for certain countries/regions.

Shipments to the following 6 countries/regions will no longer be available to use "Buyee Air Delivery" and the new "FedEx" service after the service change. Regular "DHL" service will be available instead.

Andorra, Azerbaijan, Liechtenstein, Monaco, United Arab Emirates, Macedonia

4. "FedEx Economy" (formerly FedEx International Economy) service will no longer be available for parcels destined for certain countries/regions.

Only the shipments to the following 24 countries/regions will continue to be available to use the new "FedEx Economy" service after the service change.
