I am submitting this draft as a paid consultant to Texas State University, where Kelly Damphousse has been president since 2022. This draft is a complete rewrite, not a revision of the prior draft, which was prepared by someone else before my involvement. That draft relied heavily on press releases from Texas State, Arkansas State, and the University of Oklahoma, where he previously held appointments; it was also declined for not meeting WP:BIO.
The new draft addresses the sourcing issue: it is sourced entirely to news publications (including a few student newspaper articles). On notability, I believe the applicable guideline is WP:NPROF, under which an academic who meets any one of its criteria, as verified by reliable sources, is notable. For Damphousse, this rests on C6, "The person has held a highest-level elected or appointed administrative post at a major academic institution or major academic society," and the guideline's notes specifically give "the post of president or chancellor" as an example. As current president of Texas State and past chancellor of Arkansas State, he meets this criterion.
One more note: in August, I caused an editing mishap that briefly published the old draft to mainspace. This is the source of the COI tag and the second decline; please see this discussion for more context.
