As the aviation system evolves, Air Traffic Management (ATM) is at the forefront of driving this change. Our key areas of focus include climate change, artificial intelligence, and big data solutions. Aviation is moving beyond old paradigms and traditions to embrace innovation and new ideas.

We believe that stakeholder engagement is crucial for the successful implementation of these initiatives. By consulting users and involving them in the decision-making process, we ensure that their needs and perspectives are considered. Additionally, a common performance plan for stakeholders offers numerous advantages, including improved coordination, transparency, and alignment of goals.

Our aim is to share knowledge through an interdisciplinary approach, involving all stakeholders to find long-term solutions that benefit the entire European aviation industry. We are committed to fostering an environment where innovation thrives and where the collective efforts of all stakeholders lead to sustainable progress.

In the spirit of the Single European Sky initiative and in compliance with the respective European regulations, FABEC State representatives have agreed on the creation of a common FABEC performance plan. It includes safety, capacity and environmental indicators calculated using the individual national contributions to the cost-efficiency indicator.

FABEC has organized a series of workshops, meetings, and seminars to ensure a comprehensive understanding of the needs, requirements, and limitations of both airspace users and air navigation service providers. These initiatives primarily focus on operational issues and employ a two-level approach:

Regular workshops and exchanges with airline operators and CFSPGs
Topic-based workshops on operational and environmental topics

FABEC Social Dialogue is a unique platform where recognised staff organisations and FABEC decision bodies regularly meet. It facilitates the continuous exchange of information and fosters trustful relations within FABEC. There are three formalised levels of interaction:

Social Dialogue Committee (SDC): This formal board meets at least once a year, involving CEOs, their advisors, and domain chairs. The Unions are represented by their Staff Representatives. The high-level framework of ongoing FABEC developments is presented and discussed here. The Social Dialogue Manager fulfils the role of secretariat, with support from the CEO’s advisor of the hosting ANSP.
Workshops and Meetings: These are less formal but scheduled meetings where specific topics from the first layer are addressed by relevant experts. Certain procedural rules and representation requirements are maintained. The Social Dialogue Manager is responsible for organising these meetings, in consultation with the SDC chair.
Ad Hoc Informal Meetings: These meetings address various topics informally and can flag issues for higher-level discussions. While no formal decisions are made during these sessions, participants explore potential courses of action and discuss fundamental subjects. These meetings are scheduled as required and are facilitated by the Social Dialogue Manager. They are typically held virtually.

Additionally, civilian and military representatives of States, ANSPs, and Staff Representatives convene at the Tripartite meeting, which is held on an annual basis.
