Video: Hide settings for the GIF variation

Closes #81125

This PR hides the Video block’s settings panel when the GIF variation is active. We identify this variation by its playback behavior: muted, looping, autoplaying, inline, and without controls. Exposing these controls for GIF variation is confusing because changing them can make the block stop matching the GIF variation. Poster image and preload settings also offer little value for content intended to behave like an animated GIF.

Testing Instructions

1. Create a new post.
2. Add a video block and transform it to GIF.
3. Verify the block settings aren't visible.
4. Transform the block back to Video.
5. Verify the block settings should now be visible.

Looks good. Though I think it's more like a bug fix. Based on what @fcoveram stated here - accidentally adjusting settings shouldn't switch GIF variation.

@annezazu, @t-hamano, should we backport this before RC1?

Should we only show the UI for the poster image? This is because when converting from an image to a video, the poster attribute is explicitly set. If all UI elements are hidden, there is no way to change or delete the displayed poster image. If we are only displaying the poster image UI, we will also need to adjust the reset process through the ToolsPanel component.
