Add page with current team goals/initiatives

While team initiatives are sometimes published in Make Test posts, it would be useful to have these documented in the handbook. This would be an easier point of reference than searching through team posts.

I think we could simply update the index.md page and add a link to a possible tag that includes the intiatives.
