Enable eggdrop to restrict its privileges #1697

Eggdrop, as a server process should drop privs it doesnt need, like with pledge(). Every operating system that matters offers such self restriction mechanism in one way or the other. We cant know what eggdrop is used for, because of its extensibility by script/mod so it should be configurable by user config.
