This PR updates the build tools and targets Android 17 (aka Cinnamon Bun or API Level 37).
In addition of deprecations, a fix is needed for the local web server to keep it reachable: we need to ask the user for the right to listen.
In addition (it was first a try to evade the permission query above), I register the web server on DNS-SD. This may make easier for users to reach their ScummVM.
