[RFE] Add a YAML Module #708

I'd love to see a yaml module added to V.
json is nice, but for config files, it is hard to beat yaml.

At the least, it should have full feature parity with the json module, preferably with the ability to directly load/write to/from files.

All major serialization formats will be supported once codegen is live.
