Due to the recent addition of the requirement to add
-d networkto include VPM tests into test runs, there is no CI coverage for VPM. The tests are always skipped because there are no runners defining this flag.This PR adds a VPM workflow. It only runs when VPM related files or the workflow file have been changed, so there is no additional overhead when other changes are made in the codebase.
